Safe rate models proposed
A recently released report proposes third-party intervention in the supply chain to ensure truck drivers are paid safe rates.
The Federal Government's Safe Rates Safe Roads Directions Paper proposes three tribunal models to cover employees and owner drivers working in the transport industry.
"In order to maintain the integrity of the safe payments system for employees and owner-drivers, under the three models, a tribunal would have the power to grant rights and establish and maintain obligations on others within the supply chain consistent with their economic influence within the chain," the paper stated.
As such, a tribunal would be able to take reasonable steps to ensure that companies engaged to provide transport services were safe, and that they were engaged on terms that made it possible to pay safe rates, the paper stated.
Among other powers, a tribunal could make orders with respect to 'safe driving plan' obligations and codifying chain-of-responsibility arrangements and obligations.
The paper is open for public feedback until January 28.
